(male announcer) this is the bay area news station, kron 4 news starts now. stopping the bleeding is good. better than what's been happening in the past several years. it's the day teachers dread. mandatory layoff warnings going out across the state. but something is different this year. coming up, we will tell you what has changed. thousands of teachers across the bay area and the state are getting pink slips. but the silver lining tonight is the number of teachers receiving those notices is down dramatically. new tonight at 8--
kron 4's dan kerman explains the drop is linked directly to a ballot measure passed in the last election. here's a breakdown by school district. san francisco unified could cut 185 jobs. that's 142 certified staff positions -- and 43 teacher aides. oakland unified could cut 65 administrators. and 11 non-tenured teachers. alum rock is giving out 87
preliminary notices -- 78 to teachers. antioch may cut 13 teachers. redwood city. 8 certified positions may be eliminated - including school nurses and counselors. and for fremont, san jose unified, walnut creek and palo alto unified -- those districts say *no pink slips have been sent out. some of the teachers receiving these notices are all too familiar with them. in fact, some have been receiving them for years. the next big deadline is may 15th. that's when school administrators will send out finalized pink slips.
new tonight at 8-- an emotional vigil tonight for three victims of a deadly drunk driving crash in daly city. kron 4's alecia reid has reaction from grieved family members. new developments tonight -- the pain is too fresh this was at the location of the accident and people were extremely upset. >> i could not be comforted by should it be the one that died not my will never see my little girl or my little boy's the family is still
grieving family is going through such terrible pain. anybody that has an alcohol problem and a family should get a >> family members say the older is in critical condition. he is behind bars and is facing 15 years in prisona teenager missing from scotts valley has been found safe - after being missing for days. this is surveillance video of 20-year-old matthew abraham - who disappeared
he'd been travelling with a stranger he met while on a bus. police say that person helped figure out who abraham really was. ".the missing person." the teenager is now getting a medical evaluation. his family is headed to salt lake city to bring him home. people in one east bay community are very concerned tonight -- about the registered sex offender who has just moved in. charles christman was convicted of crimes including lewd acts with a
minor. and he's just moved into a bay point home. as kron four's terisa estacio reports. his neighbors are trying to do something about his arrival.. armed with signs - mothers, fathers and children as well as other outraged residents packed this corner in baypoint to get their message out. >> we don't want him here. high risk sexually violent predatorcharles christman moved into this home just a few days ago. it is close to a residential neighborhood plus. it is just down the block from an elementary school. >> this is not safe for my children or other children. throughout the afternoon - motorists driving by honked in support of the group. >> it makes me feel good.
another resident says she plans to put together a petition to give to local officials in hopes of getting christman removed from the area. >> i am going to do what it takes. >> reporter: terisa estacio, kron 4 news. >> one man is dead and another injured-- after last night's shooting at the richmond bart station. police say shots were fired as passenegers were leaving the station. they believe the shootiing may have started after an altercation. one man was shot and killed and another was taken to the hospital and was treated for his injuries. still no word on their identities police are now going over the station's surveillance video to try to identify the gunman. this is richmond's third killing this year. the f-b-i is asking for the public's help in finding this man.
22- year-old gary fite junior. investigators say he robbed a bank in pinole back on march first. they say fite junior jumped over the counter and held a loaded gun to the head of a bank teller. no word on how much he was taken from the teller's cash drawer. police say fite jr's last known home address was in oakland. he's considered armed and dangerous. bart and caltrans will be shutting down part of interstate 880 for several hours this weekend. they'll be doing some work on the new oakland airport
connector kron 4's charles clifford shows us what it will mean for drivers. >> reporter: starting saturday morning, bart will begin installing new railways over instate 880...here... just west of hegenberger road. this is part of the ongoing work to complete the new oakland airport connector. in order to finish the work, crews will first need to shutdown the two lefthand lanes of north bound 880 starting at 11am on saturday morning. that closure will last all day on saturday. then from 1am until 6am on sunday morning, caltrans will completely shutdown all northbound lanes of 880 at hegenberger road. the southbound lanes will remain open. cars travelling north can detour around the closure by first exiting 880 at hegenberger road.
then they will have to turn left onto edes avenue, cross over hegenberger and continue along coliseum way. they will then drive past oracle arena and the coliseum before merging back onto northbound 880 just past 66th avenue. now this weekend's closures, will be repeated the following weekend, march 23rd and 24th in order to finish the work. the bart oakland airport connector is scheduled to be completed in late 2014. in the newsroom, charels clifford kron 4 news. major changes are coming for people who travel in hayward.
crews are about to finish a construction project that's been years in the making. grant lodes is here to give us a closer look at what's being called the hayward loop. some business owners we spoke with said during the height of the construction work for the hayward loop.business was off as much as 80-percent.and they now hope these improvements will make it easier to shop here.

>> three people are dead tonight after a small plane crashed in fort lauderdale, florida this video was taken right after the crash.you can see the cars and pieces of the plane on fire. firefighters arrived on the scene. the plane crashed near a small executive airport this afternoon.scorching about a dozen cars.
no one on the ground was hurt. it's not clear yet what caused the crash. the obama administration signalled today that it's taking north korea's nuclear threat seriously. kron four's grant lodes has the details of the major expansion of something called ground=based mid- course defense. it's a defensive shield few people are even aware of. return to index of stories... (countdown) >> 5,4,3,2,1. if there's ever a missile attack on the u=s, this is our best hope to stop it. the pentagon calls it ground-based mid-course defense. and after the latest nuclear threat from north korea, it is being expanded on the west coast. >> the reason we are advancing our program here for homeland security is to not take any chances, is to stay ahead of the threat. north korea launched a long range missile in december. it conducted its third nuclear test last month. and new leader king jong un, has certainly revved up his anti-american rhetoric,
but north korea is believed to be years away from even testing a missile with the 5=thousand mile range needed to reach the u=s. the u=s has 30 of the missiles deployed on the west coast, four at vandenberg air force base in california, and the rest at fort greely, near fairbanks, alaska. now the pentagon is adding fourteen more. that will take as long as four years and an extra one=billion dollars. and some critics say it will offer no more protection than the advice given to america's school children in the 1950s. >> duck. and cover. >> duck. and cover. one arms expert says the real importance of today's announcement is its that the u=s won't be intimidated.

>> catherine: a recent spike in gas prices is leading to a record jump in consumer prices. the national average for gas is now three-dollars-and- seventy-cents. in february - gas prices climbed nine-point-one- percent. in the bay area.the average price for a gallon of gas is four-dollars-and-twenty- one-cents. in oakland and san jose -- it's four-dollars-and-ten- cents. >> there are new developments regarding the explosion and fire at the chevron refinery in richmond last august. repairs are nearly finished. after construction is complete, there will be an inspection to make sure the repairs are up to industry standards. chevron says it does not expect any problems -- and says the refinery should be at full capacity by the end of the month. we're 64 days away from this year's bay to breakers.

project. the project should be complete. and the streets back to normal by monday morning. a teenager missing from scotts valley has been found safe in utah. 20-year-old matthew abraham - who disappeared wednesday friends and family say he seemed disoriented after crashing his mountain bike and hitting his head. police say matthew had been travelling with a stranger he met while on a bus. police say that stranger helped authorities and matthews family find him. a dreaded day for schools. thousands of teachers across the bay area and the state are getting pink slips. but the silver lining tonight is the number of teachers receiving those notices is down dramatically. last year 20-thousand notices were handed out last year. this year it's less than three-thousand. school officials say the decrease is partly due to proposition 30-- which prevented a 5-billion dollar cut to schools. two weeks after the automatic spending cuts kicked in - the ripple effects are being felt across the country. jim acosta talked some young students -- whose school trip was affected. >> "one block to the white house." >> reporter: these 5th graders from eastlawn
elementary came all the way from the small town of burlington north carolina for the school's annual field trip to washington. late last month. they received this confirmation for a tour of the white house. but. this. is as far as they made it. >> "cause they're cutting their budgets." >> reporter: instead they're getting a civics lesson in the meaning of the word "sequester." >> "i'm ticked off." >> reporter: jakiah sellers like the rest of her classmates held fundraisers to come up with the three hundred dollars each of them needed for the trip. >> "jim: and do you understand why this is going on here? i mean, why this is happening?" >> "yes, because obama doesn't want anybody to see his beautiful house." >> reporter: feelings. are hurt. >> "that was the highlight of our trip for our students. it's a once in a lifetime opportunity that some of us may never get again." >> "this is a very unfortunate circumstance that is a result of the sequester." white house officials say they had to make a choice between canceling tours and furloughing secret service agents. they also point to other
painful cuts from the air traffic control towers in small cities facing closure to the reduced hours at the national archives. >> "these cuts harm not help economy." to cuts in science research at the national lab president obama visited in illinois. >> "they don't trim the fat. they cut into muscle and into bone." >> reporter: talk to amanda harrison. whose husband john just lost the tuition assistance he receives from the marines. due to the automatic cuts. it's a program. that enticed him to join the marines in the first place. >> "you don't get to maintain a good job, i'm sorry, as a service member's wife. you know we give up a lot and this was a little something in return for everything we do." >> reporter: back at 1600 pennsylvania avenue. the students who wanted to get an up-close look of the white house. are getting a tour of broken government. >> "this is the people's house so we should have gone inside the house." >> reporter: a tour. that comes at a high price. >> "it's a terrible example to give these kids." >> reporter: "it's like breaking a promise." >> "it's like breaking a promise."
jim acosta, president obama says arrangements may be worked out for some schools to re-book their visits. but the cancelled tours - like the rest of the cuts - probably won't be reversed anytime soon. the new pope has been busy. and his next public appearance will probably be this sunday - at saint peter's basilica in rome. on thursday -- pope francis was spotted paying his hotel bill himself. and then he rode a shuttle bus back to the vatican - instead of taking a limo. that has many catholics hoping he'll continue with those gestures of austerity and simplicity. when he was cardinal - he was also known for washing the feet of the poor and sick. also today -- there was a ribbon-cutting of the newly remodeled papal apartment. pope francis was given the keys -- and got a tour. >> jacqueline: this live look showing decent visibility. we are still seeing some reduce visibility in san jose and
